The next biggest, Britain, donated just over half that sum.
The small Nordic(北歐) countries donated much less: Norway gave $2.9 billion, for example.
However, measuring aid as a percentage of GDP, the picture looks quite different. On this score, America is the least generous nation, contributing only 0.17% of GDP, while Norway's smaller sum represents 0.89%. Sweden tops the table, giving over 1%.
